The State Attorney General and I believe the State Registrar urge voters to do this early. They no longer can guarantee that USPS will give it a post mark for Election Day, thus possibly invalidating your ballot.

EDIT: The policies in question make a combination of where you live and what day you send out mail, affect the amount of time it will take for delivery.
