Washington state foster parent here, they don’t take away children for “being poor”. They may have used that 20 years ago but neglect is litterly neglecting the child’s needs to survive. If DCYF get an case to investigate a child’s situation and find that they have financial issues to meet basic needs they will bend over backwards to get the family all sorts of support be it medical, housing, food assistance , etc. When a kid is taken away for neglect it’s because the parents leave their newborn at home for 10 hours while they go to the casino or some other fucked up shit. Least that’s how it is in Washington state.
